Director of Programs and Strategic Information
Reports to: Chief Executive Officer

Overall Purpose of the Job:
To provide strategic leadership in program design, appraisal, implementation, monitoring, evaluation, and learning. The role is instrumental in driving the achievement of program goals and objectives in alignment with BMF’s strategic plan. He/she will support the CEO in strategic management through the development of innovative tools, systems, and techniques to ensure the Foundation executes its strategic goals, objectives, and programmatic initiatives for better results. The department will foster a learning atmosphere through systems that support generating, collecting, analyzing, and synthesizing information, including on emerging diseases, climate change, and RMNCAH& Nutrition. Technology-driven and gender-integrated approaches will be crosscutting in programming. The role also enhances BMF’s visibility within Tanzania and across Africa.
Key Roles and Responsibilities:

Driving Strategic Processes including Short- and Long-term Strategic Plans
- Provide leadership in managing programs and translating institutional targets into implementation.
- Coordinate and monitor the BMF Strategic Business Plan (2024–2030), formulating periodic plans and recommendations.
- Facilitate alignment of departmental goals and resource allocation with the strategic plan.
- Enhance organizational efficiency, effectiveness, and business opportunities.

Ensure Effective and Efficient Program Planning and Implementation
- Enhance attainment of program targets per the Strategic Business Plan.
- Collaborate with program managers on budgets and annual plans.
- Lead integration of approved work plans and budgets for efficient implementation.
- Appraise and mitigate program risks.
- Secure resources and expertise for quality program delivery.
- Engage partners and subgrantees for high-impact interventions.
- Consult and negotiate with financing partners to achieve desired outcomes.

Monitoring, Evaluation, and Research
- Provide strategic guidance for monitoring institutional performance.
- Oversee M&E systems, processes, analysis, and reporting.
- Manage data management and information systems.
- Build capacity for results-based M&E and strategy evaluation.
- Support Business Development in M&E strategies for new projects.
- Forge partnerships with research institutions for development and publication.

Enhance BMF’s Learning and Robust Knowledge Management System
- Oversee information and knowledge management systems.
- Guide analysis and adoption of evidence-based interventions for policy and practice.
- Lead BMF’s participation in policy dialogues and learning forums locally and internationally.

Support Business Development Initiatives
- Collaborate on strategic partnerships with current and potential partners.
- Sustain engagement with government and development partners.
- Support proposal development aligned with BMF and country priorities.

Enhancing ICT Solutions into Health Programming
- Oversee digital health plan implementation aligned with BMF strategy.
- Provide guidance on innovative digital solutions for health interventions.
- Direct utilization of digital platforms for data management and reporting.
- Oversee ICT architectural initiatives and operationalize digital health partnerships.
Subordinate Effectiveness:
Provide leadership, skill transfer, and strategic direction to foster a strong, accountable, and motivated team. Guide performance management to ensure growth and alignment with organizational goals.
Qualifications and Experience:
- Master’s degree in Public Health, Business Administration, Social Sciences, or equivalent.
- 10+ years of relevant experience, with 5–7 years in a leadership/senior role.
- Strong grasp of organizational operations and strategy.
- Exceptional communication and interpersonal skills.
- Sharp analytical and problem-solving abilities.
- Proficient in program and project management.
