Job Description
The University of Dar es Salaam invites applications from suitably qualified Tanzanians to be considered for immediate employment to fill the vacancy post of Finance and Administration Officer.

Qualifications

  • Bachelor degree in Accounting, Finance or related field with a strong foundation in business administration and financial management.
  • Certified Public Accountants (CPA) qualification.

Responsibilities

Financial Management Functions
i. Develop in-country program budgets in collaboration with the TPP In-country Coordinator, IRA and TPP partners.
ii. Track and analyze program expenditures, project upcoming expenses, and flag financial needs.
iii. Support TPP faculty and staff in the development of individual project budgets and assist them in the preparation, submission, and closing of all TPP faculty and staff imprest.
iv. Generate and provide timely financial reports to the Coordinator.
v. Prepare imprest register and records, and update MSU-based TPP Fiscal Officer.
vi. Track and report on status of projects funded via imprests and maintain ledgers and invoices.
vii. Maintain ledgers related to program expenditures and ensure funds are spent according to approved budgets.
viii. Collaborate with MSU Fiscal Officer to reconcile TPP monthly personnel transactions.
ix. Prepare and share monthly bank statements.
x. Prepare and maintain partner meeting budgets and assist with logistics.
xi. Ensure timely processing of invoices, fund requests, and payments.
xii. Manage replenishment of in-country funds, reconciliations, and provide audit information.
xiii. Perform other project duties as assigned.

Administrative Functions
i. Support planning and logistics of meetings, events, and field visits.
ii. Support office systems, filing, documentation, and equipment management.
iii. Procure assets, supplies, and consumables for TPP-IRA office and district teams.
iv. Manage vendor and consultant relationships in compliance with procurement policies.

Compliance and Statutory Reporting Functions
i. Maintain financial procedures and internal controls.
ii. Ensure compliance with Tanzanian tax laws (PAYE, WHT, etc.).
iii. Prepare and submit statutory returns to TRA and other authorities.
iv. Liaise with tax consultants and auditors on compliance issues.
v. Ensure compliance with NSSF, WCF, and other local authorities.
vi. Ensure transparent procurement processes and proper documentation.

Work Experience

  • At least five years of progressive experience in financial planning and administration.

Terms of Service

  • Two-Years Renewable Contract upon successful performance of roles and responsibilities as determined by an annual performance review conducted by the TPP Coordinator.
