Project Overview
CEELS, in partnership with The Nature Conservancy’s Lake Tanganyika Program, is set to implement a fisheries co-management and freshwater biodiversity protection initiative in four villages within the Kala ward of the Nkasi District Council: Mpasa, Tundu, Kala, and Kilambo cha Mkolechi. This project aims to empower local communities and stakeholders to effectively manage, protect, and conserve fisheries resources in accordance with the Fisheries Act.
To achieve these objectives, establishment and operationalization of Co-Management Institutions, commonly referred to as Beach Management Units (BMUs) and Collaborative Fisheries Management Associations (CFMA) will be undertaken. These community-led organizations will unite all stakeholders within the fisheries value chain, including fishers, boat owners, boat builders, processors, and consumers, to collaboratively develop and agree upon best management practices that ensure the sustainability of fisheries resources.
Position Announcement: Fisheries Technical Coordinator
To facilitate the successful implementation of this project, CEELS is seeking a qualified and competent Fisheries Technical Coordinator. This position will be based in one of the villages of Kala ward and will be responsible for coordinating and executing the fisheries co-management and freshwater biodiversity protection initiatives, ensuring adherence to sustainable practices and regulatory standards.
Key Responsibilities:
· Coordinate and implement fisheries co-management strategies and biodiversity protection measures.
· Collaborate with a diverse range of stakeholders, including local government entities, governmental agencies, community members, research institutions, and NGOs such as The Nature Conservancy, to promote effective fisheries management and conservation strategies.
· Engage with local communities to build capacity and foster a sense of ownership over fisheries resource management.
· Ensure compliance with relevant regulatory standards and best practices in fisheries management.
· Support development of fisheries by-laws and management plans for Co-Management Institutions.
· Assist in the approval of management plans and by-laws for fisheries resources by the village and district government and follow-up on the issuance of certificate of registration by the Director of Fisheries.
· Support enforcement of fisheries by-laws and implementation of management plans.
· Organize workshops, training sessions, and outreach programs to educate stakeholders on sustainable fisheries practices.
· Collaborate with government officials, communities and other stakeholders to designate, demarcate and secure official and legal recognition of freshwater community protected areas such as fish breeding areas and seasonal closed areas.
· Collaborate with research institutions like TAFIRI and others to support fisheries research initiatives to determine fish stock, abundance and biological diversity.
· Conduct fieldwork in various weather conditions and travel to remote locations as necessary.
· Participate in stakeholder meetings and events, which may occasionally require evening and weekend availability.
Minimum Qualification:
· BSc degree in Marine Ecology/Biology, Fisheries Sciences or a similar field.
· Minimum of 3 years’ experience in fisheries resource management or equivalent combination of education and experience.
· Sound knowledge of Tanzanian Fisheries legislations, fisheries policy and regulations and Co-Management guidelines and proven experience of working with local resource users and management institutions such as Beach Management Units (BMUs), Local Government Authorities and Fisheries Division/Department.
· Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
· Strong organization skills and ability to manage multiple interventions simultaneously.
· Experience in community mobilization, coordinating and conducting trainings for local communities.
· Experience in working in remote/rural areas and with diverse group of people including women, youth, elderly and differently-able people.
· Experience in analyzing data and using statistical packages such as Excel and other analysis tools.
Desired Qualifications:
· Master’s degree in Marine Ecology/Biology, Fisheries Sciences or a similar field and 5 years’ experience in conservation practice or equivalent combination of education and experience.
· Demonstrated knowledge and experience working with the coastal fishing communities.
· Experience in development and implementation of online and in-person trainings and workshops.
· Multi-lingual skills and multi-cultural experience are appreciated. Fluency in Swahili is required.
