INFORMATION ABOUT 'SAMIA SCHOLARSHIP' OPPORTUNITIES FOR THE 2025/2026 ACADEMIC YEAR
1. INTRODUCTION
The Ministry of Education, Science and Technology announces the scholarship program called ‘SAMIA SCHOLARSHIP’ for undergraduate studies for 1,000 students who attained outstanding performance in the national Advanced Certificate of Secondary Education Examination (ACSEE) conducted by the National Examinations Council of Tanzania (NECTA), in science combinations (PCB, PCM, CBG, PGM, CBA, PMC, and CBN).
The ‘SAMIA SCHOLARSHIP’ will cover higher education costs for these students who have applied for or secured admission into fields of Technology, Engineering, Mathematics, and Medicine, based on the Guidelines provided by the Higher Education Students’ Loans Board (HESLB), which is responsible for implementing the scholarship. The guidelines are available at www.heslb.go.tz
2. ELIGIBILITY CRITERIA
To qualify for this scholarship, the applicant must:
i. Be a Tanzanian citizen;
ii. Have attained high academic performance (Division One, 3 to 5 points) in the 2025 national Form Six exams (NECTA) in the specified science combinations. For students with special needs, a Division One with 3 to 9 points in the specified combinations is acceptable;
iii. Have secured admission to a recognized higher learning institution in Tanzania in one of the science, technology, engineering, mathematics, or medical fields listed under Cluster 1 in the HESLB undergraduate loan guidelines for 2025/2026 (available at www.heslb.go.tz);
iv. Have correctly applied for the scholarship following the prescribed procedure;
v. Be among the students selected by the Ministry of Education, Science and Technology to benefit from the scholarship.
3. SCHOLARSHIP COVERAGE
The scholarship will cover the following areas as per the HESLB guidelines:
a. Tuition Fees
b. Food and Accommodation Allowance
c. Books and Stationery Allowance
d. Special Faculty Requirements
e. Field Training
f. Research
g. Assistive Devices for Students with Special Needs
h. Health Insurance
4. DURATION OF SCHOLARSHIP
Students awarded this scholarship for undergraduate studies will be funded for a period of three (3) to five (5) years, depending on the specific program of study.
5. APPLICATION PROCEDURE
Applications for the Samia Scholarship must be submitted online through https://olas.heslb.go.tz from July 28 to August 31, 2025.
Only students whose names appear on the published list at www.moe.go.tz and www.heslb.go.tz will be eligible to apply.

6. TERMS AND CONDITIONS
A student awarded the SAMIA SCHOLARSHIP must adhere to the following terms:
a. Must read, understand, and sign the Scholarship Agreement with the Ministry of Education, Science and Technology;
b. Must have a bank account for receiving disbursed funds directly;
c. The beneficiary is not allowed to change the program of study funded without written permission from the Ministry;
d. The beneficiary is not allowed to defer studies, except for medical reasons confirmed in writing by the respective institution;
e. If a beneficiary wishes to withdraw from the scholarship, a written notice must be submitted to the Executive Director of HESLB through their admitted institution;
f. If the beneficiary’s GPA falls below 3.8, the scholarship will be terminated.
7. IMPORTANT NOTES
a. The scholarship is subject to the limits and guidelines specified under the ‘Samia Scholarship’ issued by HESLB;
b. The list of eligible students is available at www.moe.go.tz and www.heslb.go.tz;
c. Students who applied for Samia Scholarship Extended (DS/AI+) are also encouraged to apply for the Samia Scholarship for local institutions if they appear in the list available at www.moe.go.tz and www.heslb.go.tz.
