Steps to Apply for an Identification Letter through the NaPA Program
Access the NaPA App: Open the NaPA app and tap on the section labeled "Jihudumie" (Self-Service).
Select Identification Letter: Choose "Barua ya Utambulisho" (Identification Letter), then select "Omba barua ya Utambulisho" (Apply for an Identification Letter).
Choose Identification Method: Select either NIDA/Z-MKAZI (National ID/Resident ID) or Phone Number to verify your address.
Receive OTP: You will receive an OTP (One-Time Password) on your phone number.
Enter OTP and Verify Address: Input the OTP you received, then select your address.
Select Address for the Letter: Choose the specific address you want the Identification Letter to be issued for from your registered addresses.
Choose Applicant Type: Indicate whether you are applying for yourself or a dependent.
Select Language and Purpose: Choose the letter's language (Kiswahili or English) and specify the purpose of the letter.
Provide Institution Details: Select the Region, Council, and Institution Address where the letter should be sent.
Receive Reference Number: You will receive a Reference Number. Copy and save it for tracking your application.
Track Application Status: After some time, check if your application has been approved by clicking on "Kufuatilia Ombi lako" (Track Your Application).
Download the Letter: Enter your Tracking Number to download your Identification Letter.

The Ministry of Communication and Information Technology, in collaboration with the President’s Office – TAMISEMI, the Prime Minister’s Office, and the Ministry of Lands, Housing, and Human Settlements Development, implements the Residential Addressing System (NaPA). The goal of this system is to ensure that institutions or citizens have a residential address for their homes, offices, or businesses.
