ANNOUNCEMENT OF JOB VACANCIES

The Parliament of the United Republic of Tanzania is established under Article 62 (1) of the Constitution of the United Republic of Tanzania of 1977. In addition, Article 88 (1) of the Constitution establishes the Parliamentary Secretariat which is responsible for enabling Parliament to carry out its functions.

On this basis, the Clerk of the National Assembly announces 28 job vacancies in various cadres to enhance performance. All Tanzanians with suitable qualifications are invited to submit their applications to fill the vacancies as listed below:

1.0 LIBRARIAN II – 2 Positions

Duties and Responsibilities

  1. Classifying, arranging, cataloguing, and distributing Parliamentary publications and information.
  2. Locating publications according to users’ needs.
  3. Conducting periodic verification of publications and documents in the library.
  4. Providing technical support to Members of Parliament and staff in the use of internet and electronic information services.
  5. Preparing and maintaining user records.
  6. Training library users on methods of searching and retrieving information.
  7. Preparing and offering in-house training for library assistants.
  8. Assisting Members of Parliament, staff and other users to find reference materials and documents.
  9. Performing any other related duties as assigned by the supervisor.

Qualifications
Bachelor’s Degree in Library Studies or equivalent qualification from a recognized institution.

Salary Scale: PSS D/1

2.0 WATER SYSTEM TECHNICIAN II (PLUMBER) – 2 Positions

Duties and Responsibilities

  1. Conducting routine inspections of water systems in Parliamentary buildings.
  2. Designing and recommending minor modifications to water systems.
  3. Suggesting required plumbing materials.
  4. Repairing water and sewage systems.
  5. Monitoring and verifying water bills.

Qualifications
Diploma or FTC in Water Systems Technology from a recognized institution.

Salary Scale: PSS C/1

3.0 STATISTICIAN II – 2 Positions

Duties and Responsibilities

  1. Preparing, reviewing and coordinating weekly, monthly and quarterly reports.
  2. Collecting and analyzing financial, economic and budget-related statistics.
  3. Preparing statistical reports for the Parliamentary Office.
  4. Preparing risk management statistics for the Office.
  5. Preparing budget implementation and forecast statistics.
  6. Conducting statistical reconciliation and ensuring data accuracy.
  7. Preparing office statistics according to national and international guidelines.
  8. Performing any other duties as assigned.

Qualifications
Bachelor’s Degree in Statistics or Mathematics or equivalent with ICT skills from a recognized institution.

Salary Scale: PSS D/1

4.0 PROCUREMENT OFFICER II – 1 Position

Duties and Responsibilities

  1. Preparing schedule of requirements.
  2. Developing procedures for receiving materials.
  3. Collecting and maintaining inventory and distribution statistics.
  4. Supervising the receipt, storage and distribution of goods.
  5. Designing a warehouse location index system.
  6. Preparing various stock reports.
  7. Preparing value reports of store items.
  8. Preparing goods receipt documents.
  9. Distributing goods to user departments.
  10. Performing other related duties as assigned.

Qualifications
Bachelor’s Degree / Advanced Diploma in Procurement and Supply OR PSPTB Professional Level III registered as Graduate Procurement and Supplies Professional.

Salary Scale: PSS D/1

5.0 LEGAL OFFICER II – 3 Positions

Duties and Responsibilities

  1. Conducting legal research.
  2. Providing legal advice on parliamentary party matters.
  3. Giving legal opinions on civil and criminal cases.
  4. Preparing and advising on contracts and agreements.
  5. Providing legal guidance during committee and parliamentary sessions.
  6. Liaising with other offices on legal matters.
  7. Performing any other related duties as assigned.

Qualifications
Bachelor’s Degree in Law from a recognized institution and completion of recognized Legal Practical Training.

Salary Scale: PSS E/1

6.0 INFORMATION OFFICER II – 3 Positions

Duties and Responsibilities

  1. Collecting and writing news.
  2. Taking photographs and videos.
  3. Preparing photo displays.
  4. Maintaining photo and reference archives.
  5. Preparing journals and posters.
  6. Collecting information-related statistics.
  7. Preparing brochures and newsletters.

Qualifications
Bachelor’s Degree or Higher Diploma in Journalism or related field with computer skills.

Salary Scale: PSS D/1

7.0 ICT OFFICER II (SYSTEM ADMINISTRATOR) – 1 Position

Duties and Responsibilities

  1. Analyzing user requirements.
  2. Writing software applications.
  3. Conducting unit system testing.
  4. Testing ICT system configurations.
  5. Conducting user acceptance tests.
  6. Performing related assigned duties.

Qualifications
Bachelor’s Degree or Higher Diploma in Computer Science, ICT, Computer Engineering, Information Systems Management or related fields.

Salary Scale: PSS E/1

8.0 RESEARCH OFFICER II – 3 Positions

Duties and Responsibilities

  1. Assisting in writing and collecting parliamentary research reports.
  2. Collecting, recording and analyzing research data.
  3. Attending regional meetings to update research programs.
  4. Preparing research progress reports and recommendations.
  5. Conducting research under supervision.
  6. Preparing research project reports.
  7. Performing other duties as assigned.

Qualifications
Bachelor’s Degree in Agriculture / Agricultural Economics / Agribusiness / Agricultural Engineering or equivalent.

Salary Scale: PSS D/1

9.0 RECEPTIONIST II – 4 Positions

Duties and Responsibilities Receiving visitors, handling inquiries, maintaining visitor registers, handling internal/external calls, guiding visitors, and other reception duties.

Qualifications
Form IV/VI with Certificate in Reception, Front Office, Hospitality, Customer Care or equivalent with computer skills.

Salary Scale: PSS B/1

10.0 ICT OFFICER II (NETWORK ADMINISTRATOR) – 1 Position

Duties and Responsibilities Network design, installation, configuration, equipment testing, security implementation, troubleshooting and related tasks.

Qualifications
Bachelor’s Degree in Computer Engineering, Computer Science, Electronics and ICT or related fields.

Salary Scale: PSS E/1

11.0 HANSARD REPORTER II (LINGUISTICS) – 1 Position

Duties and Responsibilities Transcribing and editing parliamentary session recordings and preparing official Hansard reports.

Qualifications
Bachelor’s Degree in Linguistics.

Salary Scale: PSS D/1

12.0 HANSARD REPORTER II (ADMINISTRATION/SECRETARIAL STUDIES) – 2 Positions

Duties and Responsibilities Similar Hansard reporting duties as above.

Qualifications
Bachelor’s Degree in Administration and Secretarial Studies.

Salary Scale: PSS D/1

13.0 ACCOUNTANT II – 2 Positions

Duties and Responsibilities Preparing revenue and expenditure records, receiving government revenue, bank reconciliations, payment verification and related accounting duties.

Qualifications
Bachelor’s Degree in Commerce/Arts majoring in Accounting or Advanced Diploma in Accounting plus CPA (T) or equivalent.

Salary Scale: PSS E/1

14.0 FINANCIAL MANAGEMENT OFFICER II – 1 Position

Duties and Responsibilities Managing government securities, monitoring loan agreements, maintaining foreign and domestic debt records, budget monitoring and related duties.

Qualifications
Bachelor’s Degree / Higher Diploma in Economics and Planning, Commerce, Accounting or Tax Management.

Salary Scale: PSS D/1

GENERAL CONDITIONS

  1. Applicants must be Tanzanian citizens aged not more than 45 years, except those already employed in the public service.
  2. Persons with disabilities are encouraged to apply and must declare their disability in the system.
  3. Attach a certified birth certificate.
  4. Public servants applying for a different cadre must apply through their employers.
  5. Attach certified copies of academic and professional certificates.
  6. Provisional results/testimonials are not accepted.
  7. Foreign education certificates must be verified by TCU, NECTA, or NACTE.
  8. Retired public servants are not allowed unless they have approval.
  9. Submission of false information will result in legal action.
