The National Irrigation Commission (NIRC) is a public institution responsible for the coordination, regulation, and promotion of irrigation development in Tanzania. It was established to ensure sustainable and efficient use of water resources for agricultural production, with the aim of enhancing food security, increasing farm productivity, and improving rural livelihoods. NIRC operates under the Ministry responsible for agriculture and plays a key role in supporting national agricultural and economic development.

One of the main functions of NIRC is to plan, develop, and oversee irrigation schemes across the country. The commission identifies potential irrigation areas, prepares development plans, and supports the construction and rehabilitation of irrigation infrastructure such as canals, dams, and water control systems. This support enhances farmers’ skills and enables them to adopt efficient and climate-smart irrigation methods, leading to increased agricultural productivity and income.

In addition, NIRC advises the government on irrigation policy, strategies, and investment priorities. The commission conducts studies and assessments to inform decision-making and support the formulation of irrigation development plans at national and local levels. It also promotes public–private partnerships and mobilizes resources for irrigation development by working with development partners, investors, and local communities.

NIRC plays a vital role in promoting the use of irrigation for commercial and smallholder farming. By supporting irrigation-based agriculture, the commission contributes to increased crop production, diversification, and value addition. This, in turn, supports food security, employment creation, and poverty reduction, particularly in rural areas.
