ABOUT THE ULTRA-POOR GRADUATION INITIATIVE

The Ultra-Poor Graduation Initiative (UPGI) is a global unit within BRAC that was founded in 2016 to build on the success of BRAC’s Ultra-Poor Graduation programme in Bangladesh.

BRAC UPGI aims to position the evidence-backed Graduation approach as a key driver to eradicate extreme poverty worldwide. It does this by:

  • Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions and non-governmental organisations.
  • Supporting effective adaptation and implementation of the Graduation approach in countries around the world through technical assistance and capacity strengthening for external stakeholders.

BRAC pioneered the Ultra-Poor Graduation approach in Bangladesh in 2002. The approach provides a sequenced, two-year investment that enables people to create lasting pathways out of extreme poverty through productive assets, basic-needs support and ongoing coaching.

BRAC UPGI works with governments across Africa and Asia to scale Graduation by integrating it into existing government programmes.

ABOUT THE POSITION

BRAC International is seeking a positive, diplomatic and highly organised individual to fill the position of Senior Associate, Administration & Logistics – Ultra-Poor Graduation Initiative (UPGI), Tanzania.

Based in Dar es Salaam, the successful candidate will play a key role in supporting programme operations by overseeing essential functions in operations, finance, administration, logistics and human resources, enabling the successful delivery of BRAC UPGI’s work in Tanzania.

The position sits at the intersection of BRAC’s different entities in Tanzania, including the NGO and Microfinance arms, acting as a bridging function in support of UPGI.

The successful candidate will provide day-to-day administrative, procurement and finance-support services to the UPGI Tanzania team while coordinating closely with colleagues across BRAC’s other entities.

The ideal candidate should have a positive attitude, high emotional intelligence, diplomacy and humility, with the ability to build trust and navigate different organisational systems and cultures with patience and professionalism.

PRIMARY RESPONSIBILITIES

The Senior Associate, Administration & Logistics will provide day-to-day operational, administrative, HR, procurement and finance-support services to the UPGI Tanzania team.

Responsibilities include, but are not limited to:

  • Support UPGI Tanzania programme teams across administrative and operational needs and help ensure compliance with BRAC’s and UPGI’s internal policies and procedures.
  • Act as a bridging point of contact across BRAC’s Tanzania entities, including NGO and Microfinance, in support of UPGI’s operational needs.
  • Ensure smooth coordination, information flow and resource-sharing across entities.
  • Assist with procurement activities, including identifying suitable vendors, collecting price quotes, circulating RFQs, preparing bid analyses, issuing purchase orders and managing service-level agreements.
  • Coordinate logistical arrangements for project-related events, workshops, seminars and training activities.
  • Serve as Risk Coordinator for UPGI Tanzania.
  • Maintain and update the risk register for UPGI Tanzania programmes and offices.
  • Manage travel arrangements, including staff air tickets, transport and accommodation for business purposes.
  • Support management and administration of office resources, including office space, assets, software, subscriptions and equipment.
  • Maintain a central filing system for required documents and forms.
  • Organise and process invoices, service orders and other expense claims to help ensure payments and expenditure reporting are up to date.
  • Liaise with Finance colleagues across BRAC entities as required.
  • Support compliance checks, donor due diligence and other regulatory responsibilities as required.
  • Maintain accurate employee leave and attendance records.
  • Ensure HR databases and trackers are regularly updated.
  • Monitor and maintain leave reports and onboarding trackers.
  • Coordinate interview schedules.
  • Communicate with candidates and interview panel members and manage interview logistics.
  • Coordinate the onboarding and orientation of new employees, ensuring all pre-employment and induction activities are completed in a timely manner.
  • Provide administrative HR support to ensure efficient delivery of HR services and a positive employee experience.
  • Fulfil other administrative, logistics or finance-support functions as reasonably required.

The successful candidate will be expected to:

  • Ensure the safety of team members from harm, abuse, neglect, harassment and exploitation to achieve the programme’s safeguarding goals.
  • Practise, promote and endorse safeguarding policies among team members.
  • Ensure implementation of safeguarding standards in every course of action.
  • Follow safeguarding reporting procedures in case any reportable incident takes place.
  • Encourage others to follow appropriate safeguarding procedures.

QUALIFICATIONS

Candidates for the position should have a deep commitment to international development and the eradication of extreme poverty.

Essential Qualifications

Applicants should have:

  • A Bachelor’s degree in Finance, Supply Chain and Logistics, Business Administration, Human Resources, Development Studies or a related field.
  • A minimum of 3 years of relevant experience in a similar role, such as:
    • Project Administrator
    • Finance Officer
    • Human Resources Officer
    • Logistics Officer
    • Personal Assistant
    • Executive Assistant
    • Administration Officer
    • Or a similar position.
  • Strong attention to detail and a high level of accuracy when handling financial, HR and administrative documents.
  • Strong organisational and coordination skills.
  • Ability to manage day-to-day logistics, procurement, HR administration and travel arrangements.
  • Proficiency in MS Office, particularly Word, Excel and PowerPoint.
  • Familiarity with administrative, HR or financial management software.

EXPERIENCE

The following will be considered an advantage:

  • Experience working across multiple entities, departments or matrixed organisations.
  • Experience working in rapidly growing organisations.
  • Previous knowledge of or strong interest in global development, social protection or livelihoods programming.

DESIRABLE QUALIFICATIONS

Additional advantages include:

  • Professional certification in Human Resources, Procurement, Logistics or Project Administration.
  • Familiarity with donor compliance and due diligence requirements.
  • Experience supporting programmes in social protection, livelihoods or economic inclusion.
