CONTRACT EMPLOYMENT VACANCY ANNOUNCEMENT FOR NUTRITION OFFICER – MONITORING AND EVALUATION

The Office of the Prime Minister, Regional Administration and Local Government (PO-RALG) continues to implement nutrition services in Tanzania. In addition, through funding from Big Win Philanthropy, PO-RALG is implementing a specific programme aimed at strengthening the implementation of nutrition interventions in regions with high levels of stunting in the country.

The Office of the Prime Minister, Regional Administration and Local Government announces to all Tanzanian citizens who have the ability and qualifications to fill one (1) position for a one (1) year contract, which may be renewed for an additional one (1) year depending on the availability of funds, for a Nutrition Officer with specialization in Monitoring and Evaluation. The successful candidate will be responsible for monitoring and evaluating nutrition data in regions with high levels of stunting in the country.

1.0 NUTRITION OFFICER GRADE II – 1 POSITION

1.1 DUTIES AND RESPONSIBILITIES OF THE NUTRITION OFFICER

i. Strengthen the monitoring and evaluation system to improve the collection, analysis, use and reporting of nutrition information for informed decision-making;

ii. Prepare and facilitate the implementation of the monitoring, evaluation and programme management plan;

iii. Prepare and facilitate the implementation of the monitoring, evaluation and learning plan for the nutrition programme;

iv. Strengthen the nutrition data collection management system;

v. Coordinate regular collection of data from health facilities, early childhood development centres, community volunteers and implementing partners through existing systems;

vi. Conduct regular data quality assessments to ensure the accuracy, completeness, validity, reliability and timely availability of data;

vii. Analyse programme data to identify trends, achievements, challenges and programme implementation outcomes;

viii. Work closely and coordinate with the Nutrition Section, Regional Health Management Team and Councils to ensure effective implementation, monitoring and evaluation of nutrition and health interventions;

ix. Ensure that the implementation of monitoring and evaluation activities fully complies with standards, procedures and donor requirements while maintaining beneficiaries’ confidentiality;

x. Support the implementation of baseline, midline and endline studies, operational research, data collection studies and programme evaluations;

xi. Collaborate with Regional and Council Health Management Teams in supervising and coordinating various nutrition services and interventions;

xii. Support the establishment and implementation of a community feedback and response mechanism on nutrition;

xiii. Provide training to programme staff, Government staff, community health workers, early childhood development centre facilitators and volunteers;

xiv. Perform any other duties as assigned by the supervisor.

1.2 QUALIFICATIONS OF THE APPLICANT

Applicants must possess the following qualifications:

I. Holder of a Bachelor’s Degree in Human Nutrition (BSc. Human Nutrition), Bachelor of Science in Food Science and Technology (BSc. Food Science and Technology), or BSc. Home Economics and Human Nutrition from a recognized institution.

II. Holder of a Master’s Degree or Postgraduate Diploma in Monitoring and Evaluation (M&E), Statistics or Epidemiology.

III. Must have at least six (6) years of experience in monitoring and evaluation of development projects managed by donors, organizations or development partners. Experience in managing Nutrition projects will be an added advantage.

1.3 SALARY

Salary and other benefits will be paid in accordance with the Project rates.

2.0 GENERAL CONDITIONS FOR ALL JOB APPLICANTS

All applicants are required to meet the following general conditions:

i. Must be a Tanzanian citizen of sound mind.

ii. Must possess original certificates of the qualifications attained (Form Four, Form Six and Professional Certificates);

iii. Must not be a Government employee or an employee of hospitals owned by religious organizations or other institutions whose salaries are paid by the Government;

iv. Must not have been dismissed, resigned from employment or retired from Public Service;

v. Must possess an identification document recognized by the Government of the United Republic of Tanzania (National Identification – NIDA, Driving Licence or Passport); and

vi. Must attach a copy of the birth certificate.

3.0 IMPORTANT INFORMATION FOR ALL APPLICANTS

i. All applicants must be ready to work anywhere within the United Republic of Tanzania;

ii. All applicants must ensure that they fill in their information and attach all required documents in the system;

iii. Applicants who completed their secondary education outside Tanzania are required to obtain an Equivalent Number beginning with the letters EQ… from the National Examinations Council of Tanzania (NECTA) to enable them to access the Recruitment System;

iv. Applicants who studied at universities outside Tanzania are required to obtain verification of their studies from the Tanzania Commission for Universities (TCU) so that their certificates can be recognized and validated for use in the country;

v. Applicants with disabilities who meet the qualifications specified in this announcement should also submit their applications through the system. Their applications should indicate the type of disability they have and attach a photograph and a medical confirmation statement from a Government hospital.
