TEMPORARY EMPLOYMENT OPPORTUNITIES

The Zanzibar Revenue Authority (ZRA), headquartered in Mazizini, Zanzibar, is a Government Institution established under the Zanzibar Revenue Authority Act No. 11 of 2022. The Authority is responsible for collecting government revenue from domestic sources efficiently and in accordance with the law.

To strengthen the implementation of its revenue collection responsibilities and improve taxpayer services, ZRA invites qualified Zanzibar citizens to apply for the following Temporary Employment Opportunities at its offices in Unguja and Pemba for a period of twelve (12) months.

  1. REVENUE OFFICER II – 20 POSITIONS (UNGUJA) AND 3 POSITIONS (PEMBA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Taxation, Accounting, Financial Management, Business Administration, Economics, or a related field from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Computer literacy. ii. Knowledge of accounting software packages such as MYOB, Pastel, QuickBooks, etc. will be an added advantage. iii. Ability to work independently and demonstrate creativity. iv. Integrity, good conduct, and ability to maintain office and government confidentiality. v. Willingness to work overtime when required.

Duties and Responsibilities

a. Receive taxpayer returns, maintain records, verify submitted documents, and ensure proper filing. b. Assist in reviewing taxpayer records and reports to ensure correct tax payments in compliance with the law. c. Assist in verifying tax claims. d. Assist in identifying and assessing areas of revenue leakage and recommend corrective actions. e. Assist in recommending taxpayers for audit and investigation. f. Monitor the issuance of electronic receipts during sales transactions. g. Promote the culture of demanding receipts during purchases. h. Follow up on unregistered taxpayers. i. Follow up on taxpayers who fail to submit tax returns. j. Follow up on taxpayers who submit returns without payment. k. Maintain and safeguard taxpayer information. l. Assist in providing taxpayer education on electronic fiscal devices. m. Assist in proposing improved taxpayer management strategies to enhance revenue collection. n. Prepare implementation reports and submit them to the supervisor. o. Perform any other official duties assigned by the supervisor.

  1. HUMAN RESOURCES OFFICER – 2 POSITIONS (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Human Resource Management, Public Administration, or a related field from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Good computer skills. ii. Knowledge of Labour Laws and Public Service Regulations. iii. Ability to prepare personnel reports, statistics, and records. iv. Integrity, good conduct, and ability to maintain confidentiality. v. Ability to work independently.

Duties and Responsibilities

a. Assist in collecting and analyzing employee information. b. Assist in maintaining personnel records and recording salaries, allowances, and deductions in payroll registers. c. Assist in monitoring salary adjustments and ensuring they are reflected in payroll records. d. Assist in preparing employee benefits and entitlements. e. Assist in processing gratuity and pension payments for retirees on time. f. Assist in managing attendance, leave, and employee records. g. Assist in coordinating staff training and development activities. h. Assist in preparing various Human Resource reports. i. Perform any other duties assigned by the supervisor.

  1. LEGAL OFFICER – 1 POSITION (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Revenue Law or Bachelor of Laws (LL.B) from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Good computer skills. ii. Knowledge of Tax Laws, Employment Laws, and Contract Laws. iii. Strong legal analytical skills. iv. Integrity and professionalism.

Duties and Responsibilities

a. Assist in providing legal advice to the Authority. b. Assist in drafting and reviewing contracts. c. Assist in handling legal proceedings involving the Authority. d. Conduct legal research and prepare legal opinions. e. Assist in ensuring compliance with relevant laws and regulations. f. Perform any other duties assigned by the supervisor.

  1. RECORDS MANAGEMENT OFFICER – 1 POSITION (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Records and Archives Management, Information Management Science, or a related field. iii. Must not be more than 30 years old.

Additional Requirements

i. Good computer skills. ii. Knowledge of Electronic Records Management Systems (ERMS), digital records preservation, and archives management systems. iii. Ability to analyze records and document management issues. iv. Integrity, good conduct, and ability to maintain confidentiality.

Duties and Responsibilities

a. Manage the receipt, registration, classification, storage, and retrieval of Authority records and documents. b. Establish and maintain file classification systems for efficient access to information. c. Monitor file and document movement across departments and units. d. Assist in developing and implementing records retention and disposal schedules. e. Ensure secure preservation of vital, confidential, and permanent records. f. Assist in establishing and managing electronic records management systems. g. Participate in reviewing and improving records management systems. h. Conduct regular inspections to ensure records are maintained according to standards. i. Coordinate records storage center activities and ensure accessibility when needed. j. Prepare statistics, reports, and records management information. k. Assist in implementing policies, laws, regulations, and guidelines related to records management. l. Perform any other duties assigned by the supervisor.

  1. DATA ANALYST – 1 POSITION (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Data Science, Statistics, Actuarial Science, Statistical Analysis, or a related field from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Good computer skills. ii. Proficiency in data analysis software such as Advanced Excel, Power BI, Tableau, SPSS, STATA, R, or Python. iii. Knowledge of SQL for data extraction and analysis. iv. Ability to develop dashboards, analytical reports, and data visualizations. v. Ability to conduct big data analysis and identify trends, patterns, and risks affecting revenue collection. vi. Ability to interpret analytical findings and communicate them clearly for management decision-making. vii. Integrity, good conduct, and ability to maintain confidentiality. viii. Creativity and ability to work independently.

Duties and Responsibilities

a. Collect, clean, process, and analyze data from various Authority systems. b. Prepare analytical reports and statistical information to support decision-making. c. Analyze revenue trends, taxpayer behavior, and tax-related activities to identify opportunities and challenges. d. Develop and maintain dashboards, data visualizations, and performance monitoring systems. e. Identify patterns, trends, and revenue loss risks through data analysis. f. Analyze taxpayer information and recommend operational improvements. g. Prepare revenue forecasts and other performance projections using statistical and analytical techniques. h. Improve the quality, accuracy, and integrity of Authority data. i. Prepare periodic data analysis reports and submit them to the supervisor.

  1. RISK MANAGEMENT OFFICER – 1 POSITION (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Data Science, Actuarial Science, Accounting, Taxation, Economics, or a related field from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Good computer skills. ii. Knowledge of Risk Analysis and Risk Assessment techniques. iii. Proficiency in data analysis tools such as Advanced Excel, Power BI, Tableau, SPSS, STATA, R, or Python. iv. Understanding of Risk Management Frameworks. v. Ability to analyze large taxpayer datasets and identify risks affecting revenue collection. vi. Ability to prepare analytical reports and recommend risk mitigation measures. vii. Integrity, attention to detail, and ability to maintain confidentiality. viii. Knowledge of tax laws, tax audits, or tax compliance management.

Duties and Responsibilities

a. Collect, analyze, and interpret information to identify risks affecting revenue collection. b. Conduct risk assessments of taxpayers, business sectors, and economic activities using data analysis techniques. c. Develop and update risk indicators to support taxpayer selection for audits, investigations, or special monitoring. d. Analyze tax compliance trends and identify areas vulnerable to tax evasion or revenue loss. e. Prepare risk profiles for taxpayers, business sectors, and tax categories. f. Collaborate with Audit, Investigation, Registration, and Tax Units in identifying and controlling revenue risks. g. Develop and manage risk analysis systems using data and technology. h. Provide professional advice on revenue risk management. i. Perform any other duties assigned by the supervisor.

  1. INFORMATION OFFICER – 1 POSITION (UNGUJA)

Applicant Qualifications

i. Must be a Zanzibari. ii. Must possess a Bachelor’s Degree in Journalism, Mass Communication, Public Relations, or a related field from a recognized institution approved by the Revolutionary Government of Zanzibar. iii. Must not be more than 30 years old.

Additional Requirements

i. Computer literacy. ii. Creativity in designing advertisements and institutional publications. iii. Proficiency in graphic design software such as Adobe Packages. iv. Ability to capture and edit photographs and videos. v. Willingness to work overtime. vi. Integrity, good conduct, and ability to maintain confidentiality. vii. Ability to work independently.

Duties and Responsibilities

a. Coordinate and implement communication and public relations strategies in line with institutional goals. b. Prepare, publish, and distribute media releases, public notices, press statements, and official publications. c. Manage relationships between the institution and media organizations. d. Organize and coordinate press conferences, interviews, conferences, and public communication activities. e. Monitor and analyze media coverage concerning the institution and prepare feedback reports for management. f. Manage website and social media content to ensure information is accurate, up-to-date, and compliant with institutional guidelines. g. Prepare programs, articles, advertisements, brochures, newsletters, and other communication materials. h. Coordinate awareness and stakeholder engagement campaigns on institutional services, policies, programs, and activities. i. Manage and preserve photographs, videos, media reports, and publications. j. Advise management on public communication, institutional image management, and public relations best practices. k. Participate in planning and implementing Corporate Social Responsibility (CSR) and stakeholder engagement programs. l. Coordinate production of audio, image, and video content for institutional use. m. Monitor stakeholder feedback, complaints, and suggestions and assist in providing timely responses. n. Prepare communication implementation reports and submit them to relevant authorities. o. Ensure all communication activities comply with government and institutional laws, regulations, and guidelines. p. Design, develop, and manage ZRA ONLINE TV programs. q. Perform any other duties related to the profession as assigned by the supervisor.

Applications should be submitted at the ZRA Headquarters, Mazizini, Zanzibar, Room No. 113, First Floor. Applicants from Pemba should submit their applications to the Zanzibar Revenue Authority Office located at Gombani, Chake-Chake, Pemba.

Applications must be submitted personally by the applicant and will be received from 22/06/2026 to 28/06/2026 during official working hours.

NOTE

Applicants must not be employees of any institution under the Revolutionary Government of Zanzibar.
