FINANCE MANAGER

In Tanzania and across the region, GIZ supports the Government of the United Republic of Tanzania and the EAC in attaining their development goals. GIZ is seeking to recruit national personnel to support the finance team of its Service Unit in Tanzania. The Finance Manager position is envisaged to be given the perspective of a longer lasting contract with GIZ.

RESPONSIBILITIES AND TASKS
Finance Management
- Advising project managers and their technical teams in financial and administrative issues, including management of contracts and financing, compliance, value-for-money, as well as financial planning and monitoring.
- Support existing projects with their budget planning and cost/expenditure monitoring with SAP (S/4HANA) and MS-Excel and initiate correction of wrong-bookings.
- Prepare budgets and project calculations for upcoming projects and during change offers for existing projects.
- Prepare annual financial reports for funders in line with funder requirements using SAP and MS-Excel and handle requests from finance representatives of co-financing donors to allow smooth cooperation.
- Support internal and external controls/audits, contract monitoring, contract/receivable clearing, closing projects from a finance perspective, and making sure all relevant project documents are filed.
- Quality assessment of administrative functions and regular exchange with HoSu and other Finance Managers of the Service Unit to improve quality and to harmonize/standardize processes.
- Providing financial information to the Head of Service Unit (HoSu) related to requests or on a pre-scheduled basis on time.
- Close exchange with other finance managers in Tanzania and in other countries of East Africa.
Financial Contracts
- Monitoring the fund flow related to financing arrangements, monitoring that accountability of financing arrangements is received on time, making sure that audits are initiated and carried out in time.
- Coordinate with GIZ Head Office to solve issues related to international contracts and financing & grant agreements, if necessary.
Other Contracts
- Contract monitoring, including monitoring of expenditures, for service contracts and making sure contracts are extended on time, if needed.
QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
- University degree in Business Administration or comparable qualification.
- Excellent knowledge of Microsoft, especially MS-Excel.
- Experience with an ERP system; SAP S/4HANA is a plus.
- 3–5 years of job experience from an audit company, bank, or from working in the controlling unit of an international company.
- Strong attention to detail and organizational skills.
- Good communication and interpersonal skills.
- Fluent in Swahili and English; knowledge of German is a plus.
