TELECOM PMO MANAGER / LEAD

Green Telecom Limited is seeking a results-driven and highly motivated Telecom PMO Manager / Lead to join our team. The Telecom PMO Manager is responsible for establishing, standardizing, and overseeing the governance, portfolio management, and execution frameworks for all telecommunications infrastructure and service implementation projects.
The ideal candidate ensures that complex network rollouts (e.g., FTTx, RAN, core network updates, and enterprise circuits) are delivered on time, within budget, and aligned with strategic business goals. You will manage cross-functional PM teams, track telecommunications-specific Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), and streamline resource allocation.
KEY ROLES AND RESPONSIBILITIES
1. Governance & Methodology Standards
- Define and maintain the PMO framework, standard operating procedures (SOPs), and templates tailored specifically for telecommunications engineering and deployment lifecycles.
- Ensure all projects comply with industry standards, regulatory compliance protocols, local municipal/real estate permissions, and corporate audit policies.
- Oversee project gating from initiation and design to OSP/ISP (Outside Plant / Inside Plant) construction, integration, testing, and service handover.
2. Portfolio & Program Monitoring
- Track and manage a multi-million-dollar portfolio of concurrent telecom initiatives (e.g., fiber expansions, cell site builds, core/transmission upgrades).
- Consolidate project metrics into executive-level dashboards, reporting on milestones, cost variances, resource constraints, and technical risks.
- Implement early-warning mechanisms to identify bottlenecks in supply chain, vendor deliveries, or contractor performance.
3. Financial & Vendor Management
- Oversee budgeting, financial forecasting, capital expenditure (CapEx), and operational expenditure (OpEx) tracking across the telecom project portfolio.
- Manage relationships with third-party vendors, equipment suppliers, civil contractors, and managed service providers, ensuring SLAs and contractual obligations are strictly met.
- Review and approve contractor milestones, purchase orders, and bill-of-materials (BOM) cost variances.
4. Resource & Stakeholder Management
- Optimize capacity planning and resource utilization across internal engineering teams, field technicians, and external subcontractors.
- Serve as the central communication conduit between executive leadership, technical engineering leads, procurement, and external clients.
- Facilitate steering committee meetings, resolve cross-departmental project escalations, and manage stakeholder expectations.
REQUIREMENTS
- 6+ years of experience in project management, with at least 3-4 years operating within a PMO or managing large-scale programs inside the telecommunications industry.
- Deep familiarity with telecom ecosystems (e.g., fiber optics, OSP/ISP construction, mobile network deployments, IP/MPLS routing, and transmission infrastructure).
KEY COMPETENCIES
Methodologies
- Strong mastery of formal project management frameworks (e.g., PRINCE2, PMP, Agile, or Hybrid models).
- Certifications are highly preferred.
Technical Acumen
- Good understanding of network infrastructure components, routers, switches, optical transmission gear, and site engineering workflow processes.
Financial Control
- Proven ability to manage project budgets, economic control, cost-benefit analysis, and investment parameter reviews.
Tools
- Expert proficiency in project management software (e.g., MS Project, Primavera P6, Jira, or ServiceNow) and advanced data analytics/reporting tools (Power BI, Excel).
Soft Skills
- Exceptional leadership, conflict resolution, escalation management, cross-functional team coordination, and written/verbal communication.
