Job Description
JOB PURPOSE
To undertake day-to-day procurement and supplies activities to support projects and other office operations in line with Amref Procurement Policy and Procedure Manual under the guidance of the Head of Procurement Unit.
PRIMARY RESPONSIBILITIES
-
Ensure timely and efficient processing of Amref requirements for goods, works, and services:
• Preparation of bidding documents for Goods, Works, and Consultancy services.
• Requesting quotations (RFQ) from vendors and providing clarifications.
• Supervision of sample verification in collaboration with user departments.
• Coordination of procurement plans from projects and departments.
• Carrying out quotation analysis of submitted bids.
• Processing procurement transactions through the e-tender portal and ERP system.
• Processing and issuing LPOs to vendors.
• Close follow-up of orders to ensure timely delivery and performance monitoring.
• Coaching and supervising field staff (Admin Officers) on procurement compliance.
• Checking suppliers’ invoices against LPOs for payment processing.
• Following up payments with Finance as per agreed terms.
• Coordinating Tender Committee meetings and drafting minutes. -
Support in processing contracts for various services:
• Assisting in drafting contracts for goods, works, and services.
• Participating in negotiations with suppliers and service providers.
• Drafting award letters and correspondence with vendors.
• Supervising execution of signed contracts.
• Record keeping of procurement transactions. -
Support functioning of Amref Tender Committee:
• Coordinating Tender Committee meetings.
• Providing technical support to evaluation teams.
• Reviewing evaluation reports before submission.
• Drafting tender committee minutes and correspondence.
Qualifications
Education and Experience
• Bachelor’s Degree in Procurement and Logistics Management.
• Registered as an approved Procurement and Supplies professional.
• CPSP Certificate.
• At least 5 years’ experience in procurement and supplies, with at least 2 years in an NGO.
Knowledge, Skills, and Competencies
• Proven experience in procurement and logistics management.
• Strong interpersonal, communication, and negotiation skills.
• Experience in the use of Procurement Systems.
• Ability to handle multiple tasks.
• Ability to generate and analyze procurement reports.
• Ability to resolve disputes with suppliers and stakeholders.
Languages
• Proficiency in English (spoken and written).
• Proficiency in Swahili (spoken and written).

Job Description
MAIN PURPOSE
Capacity building by imparting necessary knowledge and skills in procurement and supplies, while providing support to the unit in undertaking procurement activities for projects and office operations.
PRINCIPAL RESPONSIBILITIES
Procurement Management Strategy
• Assist in the implementation of procurement strategies by supporting various procurement duties.
Procurement of Goods, Services, and Works
• Support procurement activities for the Country Office and field offices in line with the Amref Procurement Manual, including preparation of quotation documents, invitation and analysis of quotations, ERP approvals, processing LPOs, order expedition, receiving and inspection of goods, and preparation of Goods Received Notes (GRN).
Contract Management
• Support preparation of contract documents for goods, works, and consultancy services.
• Ensure value for money, invoice verification against issued orders, EFD compliance, and submission to Finance for payment.
Capacity Building Program
• Participate in capacity building programs covering bidding documents, tender committee minutes, award letters, contract drafting, and procurement report writing.
Policies and Procedures
• Become oriented with Amref Procurement Policy and ERP system to ensure compliance.
Stores Management
• Assist and support stores activities to facilitate project and office operations.
Qualifications
Required Qualifications
• Bachelor’s degree in Procurement and Logistics Management or a related field from a reputable university in Tanzania.
• Knowledge of computer software packages.
Experience
• No experience required; open to recent graduates.
Supervision
• Work under the supervision of the Head of Procurement Management Unit in accordance with Amref Health Africa Tanzania policies and procedures.
Communication
Internal: High level of oral communication skills to interact with offices, departments, and staff.
External: High level of oral communication skills to interact with service providers and vendors.
