EMPLOYMENT OPPORTUNITIES

The Catholic University of Health and Allied Sciences (CUHAS), owned by the Tanzania Episcopal Conference (TEC), provides training for over 3,500 students. CUHAS is currently running programmes in Doctor of Philosophy (PhD), Master of Medicine (MMed), Master of Public Health (MPH), Master of Science in Pediatric Nursing (MSc. PN), Master of Science in Clinical Microbiology and Diagnostic Molecular Biology (MSc. CMDMB), Master of Science in Epidemiology and Biostatistics (MSc. EB), Doctor of Medicine (MD), Bachelor of Pharmacy (BPharm), Bachelor of Science in Nursing Education (BSc. NED), Bachelor of Science in Nursing (BSc. N), Bachelor of Medical Laboratory Sciences (BMLS), Bachelor of Science in Medical Imaging and Radiotherapy (BSc. MIR), Diploma in Pharmaceutical Sciences (DPS), Diploma in Medical Laboratory Sciences (DMLS) and Diploma in Diagnostic Radiography (DDR). CUHAS is looking for highly qualified and motivated individuals to fill the following positions:

  1. DEPARTMENT OF FINANCE

Position: BURSAR – 1 POST

i. Overall Purpose of the Job
To provide overall leadership in strategic planning and budgeting, financial reporting, effective management of financial resources including budget, control and utilization of financial resources to achieve the objectives of the University. In addition, he/she shall provide technical guidance on all matters related to financial, investments and compliance on the CUHAS signed agreement with partners, taxation laws and the subgrantees working with CUHAS.

ii. Key Roles and Responsibilities

a. Operational Plan and Budgeting
• Coordinate the preparation of annual University operational plans and budget, including issuing guidelines, templates and orienting them.
• Undertake quality checks and work with other departments/units in reviewing departmental/units’ budgets as well as project specific budgets.
• Consolidate University budget and prepare related Council papers for presentation to the Management Team, Finance Committee and University Council.

b. Budget Implementation and Monitoring
• Review and recommend to the DVC–PFA approval of budgets and expenditures before entering the accounting system.
• Oversee the implementation of CUHAS financial policies and all related University and project budgets.
• Provide guidance, track and monitor financial expenditures ensuring they are within the approved budget.

c. Short and Long-term Strategic Plans
• Work closely with the Investment Manager to identify opportunities and solutions for managing short-term and long-term investments to maximize earning potential.
• Coordinate development of CUHAS Endowment Fund strategic plan including policies, guidelines and ensuring its implementation for University sustainability.

d. Financial Policies, Systems and Procedures
• Coordinate development/review of financial policies and procedures and ensure adherence to policies, guidelines, procedures and systems to safeguard University financial resources.
• Coordinate issuance of financial guidelines/circulars to mitigate risks of financial loss.
• Review and update financial related policies to meet changing internal and external needs.
• Develop/review strategies for managing and improving overall financial systems of the University particularly the electronic integrated financial management system (ERP).
• Work closely with DVC A&F to oversee financial and accounting systems controls and standards for prompt and efficient financial practice and reporting.
• Ensure strong internal control systems to guarantee accurate reporting and safeguarding of University assets.
• Ensure University adherence to audit requirements, taxation laws and other legal frameworks on financial and compliance matters.

e. Financial Reporting
• Ensure timely and efficient reporting on University spending and income.
• Prepare financial reports of the University and ensure timely submission to DVC–PFA.
• Prepare quarterly and annual financial reports for submission to Management Team and Councils.
• Oversee preparation and operationalization of annual financial closure plans and lead the process up to approval of audited financial statements.

f. Subordinates Effectiveness
• Develop clear succession plans for direct reporting finance staff.
• Supervise and evaluate performance of direct reports ensuring professionalism and effective financial management.
• Develop subordinates through coaching and motivation to increase productivity.

iii. Qualifications and Experience
• Master’s Degree or equivalent in Accounting, Finance or related fields from a recognized institution.
• Professional qualification such as CPA (T), ACCA or equivalent.
• Minimum of six years’ work experience in a similar position, preferably in a higher learning institution.
• Strategic mindset with strong leadership and managerial skills.
• Expert knowledge of international accounting and financial management principles.
• Proficiency in integrated accounting systems (e.g. Sage) and MS Office packages.

  1. DIRECTORATE OF INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)

Position: Director of Information and Communications Technology

i. Main Purpose of the Job
To plan, coordinate and develop information technology services to meet communication, information processing, storage and retrieval needs of the University, enhancing cost-effective delivery of academic and administrative services while ensuring data security and adherence to IT standards and policies.

ii. Key Roles and Responsibilities
• Provide leadership and management to the ICT team.
• Establish and monitor performance objectives.
• Advise on IT strategies, policies and long-term plans.
• Manage IT budgets and control expenditures.
• Identify and recommend appropriate technical standards and systems.
• Manage IT feasibility studies, tender processes and project implementation.
• Ensure network availability, data integrity, system security and disaster recovery.
• Foster innovation, continuous improvement and end-user support.
• Represent the University on IT-related initiatives.
• Perform any other duties as assigned.

iii. Qualifications and Experience
• Master’s Degree in Computer Science, Information Technology or related fields.
• Professional certifications (CCNA, MCSD, MCSE or equivalent) are an added advantage.
• Minimum of three years’ experience in a similar role, preferably in an academic environment.
• Strong leadership, project management and IT systems experience.

  1. THE WEILL BUGANDO SCHOOL OF MEDICINE

3.1 LECTURERS

Qualifications
• Master of Medicine (MMed) or equivalent with GPA of 4.0 or B+ average, and undergraduate GPA of 3.5 and above.
• Registered with respective professional council/board.
• Teaching experience of two years is an added advantage.

• Teaching, research, clinical services and student supervision.
• Curriculum development and assessment.
• Conduct and publish research.
• Participate in departmental administration and quality assurance.
• Uphold ethical and professional standards.

3.2 DEPARTMENT OF MICROBIOLOGY AND IMMUNOLOGY

Position: Assistant Lecturer – Pharmaceutical Microbiology – 1 Post

Qualifications
• Master’s Degree in Pharmaceutical Microbiology, Clinical Microbiology and Diagnostic Molecular Biology or equivalent with GPA of 4.0 or B+ average.
• Registered with respective council/board.

Duties
• Teaching undergraduate courses.
• Assisting in postgraduate training.
• Conducting and publishing research.
• Performing other duties as assigned.

4.1 DEPARTMENT OF COMMUNITY MEDICINE / ENVIRONMENTAL AND OCCUPATIONAL HEALTH

Position: Lecturer – 1 Post

Qualifications
• PhD with a Master’s Degree in Community Medicine or Environmental and Occupational Health.
• Teaching experience is an added advantage.
