TRANSFER VACANCY ANNOUNCEMENT
On behalf of the Office of the Treasury Registrar (OTR), the Public Service Recruitment Secretariat (PSRS) invites high calibre, results-oriented, self-driven professionals with integrity and suitable qualifications who are employed in the Public Service to fill twenty-six (26) vacant posts as detailed below:
1.0 SENIOR RISK MANAGEMENT OFFICER – 1 POST
1.1 DUTIES AND RESPONSIBILITIES
i. To manage the process of identifying and assessing risks affecting the Corporation’s business;
ii. To monitor the Corporation’s risk management plans and programmes;
iii. To build a risk awareness culture within the Corporation, including provision of appropriate education;
iv. To prepare periodic reports on risk management;
v. To participate in the process of developing risk management policies and procedures;
vi. To identify risk limits for specific tasks and submit the same for review to superiors;
vii. To facilitate the preparation of the unit budget; and
viii. To perform any other duties and responsibilities as may be assigned by the immediate supervisor.
1.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Risk Management, Insurance, Actuarial Science, Economics, Official Statistics, or equivalent qualifications from a recognized institution, with at least seven (7) years of working experience in the relevant field.

2.0 MANAGEMENT ANALYST I – 2 POSTS
2.1 DUTIES AND RESPONSIBILITIES
i. To review and recommend for approval schemes of service and salary structures;
ii. To conduct analysis on organizational structures for improvement;
iii. To review and recommend for approval staff regulations of Parastatal and Public Institutions;
iv. To review and recommend for approval staff regulations of Public Institutions and Statutory Corporations;
v. To prepare circular drafts and other Government directives for approval;
vi. To provide technical advice and recommendations on capacity building for Government institutions;
vii. To assist in carrying out management analysis and management audits;
viii. To manage the databank for Government institutions;
ix. To facilitate PSCs in reviewing staffing levels;
x. To prepare training programmes in PSCs;
xi. To facilitate preparation of induction programmes for newly appointed Board Members and CEOs.
2.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Human Resources Management, Business Administration, Public Administration, Commerce majoring in Human Resource Management, or any other related field from an accredited institution, with at least four (4) years of working experience as a Management Analyst. A Master Degree must be related to the Bachelor Degree.

3.0 SENIOR MANAGEMENT ANALYST – 1 POST
3.1 DUTIES AND RESPONSIBILITIES
i. To review and analyse organizational structures, schemes of service, staff regulations, salary structures, incentive packages, voluntary agreements, fringe benefits, allowances, and financial regulations of Public Institutions and Corporations;
ii. To prepare circulars and guidelines on matters related to staff welfare and organizational development of PSCs;
iii. To prepare proposals on rates of allowances and fees paid to Boards of Directors;
iv. To implement recommendations and directives from Parliamentary sessions;
v. To follow up on implementation of approved voluntary agreements, organizational structures, schemes of service, staff regulations, salary structures, and incentive packages of Public and Statutory Institutions;
vi. To facilitate preparation and review of training programmes in PSCs;
vii. To scrutinize and analyse personnel emoluments submitted by Public Institutions and Statutory Corporations;
viii. To coordinate monitoring and evaluation of staff performance management systems, including PEPMIS and PIPMIS, in PSCs;
ix. To prepare proposals for appointment of Boards of Directors;
x. To perform any other duties as assigned by the immediate supervisor.
3.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Human Resources Management, Business Administration, Public Administration, Commerce majoring in Human Resource Management, or any other related field from an accredited institution, with at least seven (7) years of working experience as a Management Analyst. A Master Degree must be related to the Bachelor Degree.

4.0 ACCOUNTANT I – 3 POSTS
4.1 DUTIES AND RESPONSIBILITIES
i. To record financial transactions in the accounting system;
ii. To maintain accounts receivable;
iii. To maintain an updated non-current assets register;
iv. To keep and maintain books of accounts;
v. To assist in preparing financial statements and management accounts reports;
vi. To identify areas of inefficiency and suggest ways to reduce costs;
vii. To analyse cost information in collaboration with the finance team;
viii. To participate in physical asset verification;
ix. To keep track records of Non-Tax Revenue (NTR);
x. To keep track records of funds disbursement from investment funds;
xi. To provide inputs for preparation of investment fund periodic reports;
xii. To assist in preparation of bank reconciliation statements;
xiii. To perform any other related duties as assigned.
Equity Investments Analysis
i. To keep records of Public Investment Fund liquidity positions;
ii. To identify investment activities of the Office;
iii. To keep records of office excess funds;
iv. To provide inputs for preparation of periodic reports on financial market trends;
v. To maintain assets and liabilities management registers;
vi. To record daily liquidity and cash flows;
vii. To track interest rate movements in financial markets;
viii. To conduct qualitative analysis on assets and liabilities;
ix. To monitor financial market movements;
x. To monitor growth of investment funds.
Financial Analysis
i. To provide inputs in preparation of performance contracts for Commercial and Non-Commercial Entities;
ii. To prepare performance contract frameworks, manuals, and guidelines;
iii. To manage databases for periodic performance reports;
iv. To interpret financial performance information generated from OTRMIS;
v. To provide inputs for reviewing key performance indicators;
vi. To maintain correspondence for collection of Non-Tax Revenue;
vii. To assist in developing dividend policies;
viii. To provide inputs in reviewing strategic plans, business plans, and budgets.
4.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree or Advanced Diploma in Accounting, Accounting with Information Technology, Finance, or Commerce/Business Administration majoring in Accountancy or Finance, and must be CPA (T), ACCA registered, or equivalent qualifications recognized by NBAA, with at least four (4) years of working experience.

5.0 SENIOR ACCOUNTANT – 2 POSTS
5.1 DUTIES AND RESPONSIBILITIES
i. To prepare annual budgets and forecasts;
ii. To analyse operating and capital expenditure budgets;
iii. To prepare consolidated final accounts;
iv. To implement recommendations of the Controller and Auditor General;
v. To perform cost analysis and recommend cost control measures;
vi. To perform physical verification of assets;
vii. To supervise pre-audit of transactions;
viii. To prepare reconciliation statements;
ix. To manage investment fund disbursements and reports;
x. To perform any other related duties as assigned.
5.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree or Advanced Diploma in Accounting, Finance, or related fields, with CPA (T), ACCA, or equivalent qualifications recognized by NBAA, and at least seven (7) years of working experience.

6.0 ECONOMIST I – 4 POSTS
6.1 DUTIES AND RESPONSIBILITIES
i. To analyse quarterly reports of Public and Statutory Corporations;
ii. To prepare Medium Term Expenditure Frameworks;
iii. To conduct post-budget performance analysis;
iv. To analyse corporate annual plans and budgets;
v. To collect information for budget speeches and economic reports;
vi. To institutionalize strategic planning, budgeting, and monitoring and evaluation skills;
vii. To perform any other related duties as assigned.
6.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Economics, Agricultural Economics, or equivalent qualifications, with at least four (4) years of working experience.
6.3 SALARY SCALE

7.0 SENIOR ECONOMIST – 3 POSTS
7.1 DUTIES AND RESPONSIBILITIES
i. To review Medium Term Expenditure Frameworks;
ii. To coordinate review of corporate plans and budgets;
iii. To develop and review investment plans;
iv. To monitor and evaluate institutional performance;
v. To prepare policy advice and memoranda;
vi. To coordinate parliamentary matters;
vii. To perform any other related duties as assigned.
7.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Economics, Agricultural Economics, or equivalent qualifications, with at least seven (7) years of working experience.

8.0 FINANCE MANAGEMENT OFFICER I – 4 POSTS
8.1 DUTIES AND RESPONSIBILITIES
To perform financial analysis, budgeting, investment evaluation, performance contract management, management services analysis, and any other related duties as assigned.
8.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Accounting, Finance, Economics, Business Administration, Actuarial Science, or equivalent qualifications, with at least four (4) years of working experience.

9.0 SENIOR FINANCE MANAGEMENT OFFICER – 6 POSTS
9.1 DUTIES AND RESPONSIBILITIES
To perform senior-level financial analysis, investment management, performance contract evaluation, management services oversight, and any other related duties as assigned.
9.2 QUALIFICATIONS AND EXPERIENCE
Applicants must be employed in the Public Service and hold a Bachelor Degree in Accounting, Finance, Economics, Business Administration, or equivalent qualifications, with at least seven (7) years of working experience.
