Songwe Regional Administrative Secretary in collaboration with Henry Jackson Foundation Medical Research International, Tanzania (HJFMRI-T) is advertising 4 posts for, Data Clerk and Regional Monitoring and Evaluation Officer. The aim of recruiting these employees is to fill positions of personnel who will provide care and treatment to people living with HIV/AIDS in the Region. This contract employment shall commence from 1st February, 2026 to 30th September, 2026. However, there will be an option for contract renewal subject to satisfactory performance.
Job Title: Data Clerk (4 Positions)
Report to: Council Director
Terms of Employment: One-year contract
Salary: TGHS B.
Major function of the position
The Data Officer will work at the facility level to ensure timely entry of patient files in the health management database both from CTC, Pharmacy Module and RCH, within one day after client service provision by the clinician/Nurse or any provider and undertake data verification on a routine basis to ensure accuracy and consistency of the data entered, reported, and submitted. S/he will provide technical support to the facility staff in any data-related issues.
S/he will communicate closely with the IT & Data Manager in case of any faulty related to hardware and software. The Data Clerk will report administratively to the facility in charge and work closely with the facility staff, District Data Manager together with DACC.
Specific Duties and Responsibilities:
i. To assure timely entry of patient files in health management database both from CTC and RCH, within one day after reception of the file from the clinician.
xx. Performing any other relevant duties as assigned by the CTC in charge/Data Manager/DACC
Qualifications
i. Diploma in computer science, statistics, record management, Information technology, Health information management, Health System Management, and or related scientific discipline from a recognized university. Advanced Diploma in the mentioned courses is an added advantage.
ii. At least two years of previous experience and knowledge working with databases.
iii. Computer literacy with a package of Microsoft Office [Word, Excel, Access, PowerPoint, Internet, and Email]
iv. At least two years of experience in data management or any related information Management System.
v. Experience in CTC2 database is an added advantage.
vi. Ability to operate various word-processing software, spreadsheets, and database programs
Job Title: Regional Monitoring and Evaluation Officer (1 Position)
Report to: Regional AIDS Control Coordinator (On behalf of RMO's)
Terms of Employment: One year contract

Position overview
Regional Monitoring and Evaluation Officer will work as a liaison officer between HJFMRI and Regional Medical Officer (RMO), on the monitoring and Evaluation related activities. Ensure there is a common understanding between the two parties, ensuring the government priorities are well communicated to the HJFMRI and so do the Donors. S/he will be responsible for overseeing the implementation of M&E activities for both medical and community partners within the region to include data collection, data quality assurance, data compilation & reporting, and data analytics & use. He will work hand in hand with the Regional Monitoring and Evaluation Lead in the HJFMRI side.
S/he will support the development and harmonization of effective monitoring and evaluation systems, support capacity building and training activities on M&E topics, ensure and logistics and communication across different program areas (medical and community) as it relates to data use to inform programmatic decision making.
Regional Monitoring and Evaluation Officer will provide feedback to the RHMTs through monthly analysis of key program performance indicators through review of historical trends, identification of programmatic gaps, and provide appropriate solutions to address challenges. Additional responsibilities include collaboration with HJFMRI and community partners, to provide mentorship regarding data quality management and use.
Supervisory duties include capacity building and mentorship of District Data Managers ensuring the reporting timeliness is observed. Understand all work plans HJFMRI, RMO's and community Partners in the region, ensuring no duplication of activities. Supervise the distribution of M&E tools if the consignment was initiated at the RMO's office.
Regional Monitoring and Evaluation Officer will be responsible to provide feedback to the RHMTs, present the results and areas that need attention and ensuring quality of data prior to final report compilation at the region through weekly data reviews to implement validation and verification checks. S/he also will collaborate with the Regional SI Lead and Community regional coordinator to prepare monthly, quarterly, semiannual, annual narrative reports.
Specific Duties and Responsibilities
i. Provide technical support in the design and implementation of all M&E activities.
ii. Provide Technical support and capacity building to R/CHMTs and Health facilities in data collection, verification aggregation and reporting.
iii. Implement and monitor M&E work plans and budgets at the regional and district levels respectively.
iv. Build the capacity of R/CHMTs to provide quality M&E supportive supervision and technical assistance to lower-level facilities
v. In collaboration with RACC to oversee HIV and AIDS data management in the region on data processing and report generation; and support the flow of reports for both the national and WRP monitoring systems. This will include supervision of data entry, data management including data quality assurance and analysis, dissemination, and reporting.
vi. Train and build capacity of regional/district staff in effective use of all paper-based and electronic based systems for the monitoring of programmatic performance and quarterly reporting. Review and compile monthly and quarterly reports to submit to NACP and WRP-T/HJFMRI.
vii. Collaborate with Regional IT officers to support electronic-based facilities and ensure that databases are continuously up to date, functioning and effectively used according to the highest standards to avoid data backlog at regional and district levels.
viii. Assist councils in; timely, accurate and complete data entry of patient files and registers, PMTCT records, PMTCT records, pharmacy records, and lab results into paper-based and electronic-based systems.
ix. Working together with RACC in preparation, review, and compilation of regional program activity reports from the level of councils, FBO and funded hospital and on time submission to HJFMRI.
x. Review and compilation of daily, weekly and monthly report templates from councils' level for monitoring of the weekly general performance.
xi. Undertakes other relevant duties as may be assigned by his/her seniors.
Qualifications
i. University degree in Health Monitoring and Evaluation or in Planning, Record management, Statistics, Information Technology, Computer Science or Advance Diploma in Planning from a government recognized University. He/she shall have additional qualifications in computer Information Technology, Training in Statistics, Data Management and /or a related discipline.
ii. At least 3 years of work experience in program monitoring and / or field-based monitoring and evaluation.
iii. IT skills required; familiarity with CTC2 database preferred.
iv. Excellent skills in training and mentorship
v. Experience working with public health and HIV/AIDS data preferred.
vi. Proficiency with computer applications, including MS excels Word, PowerPoint and Access.
vii. Ability to work under pressure and complete tasks according to agreed deadlines.
viii. Good organizational skills and ability to work in a diverse team as well as independently.
ix. Fluency in oral and written English and Kiswahili.
x. Experience in data analysis and statistical packages such as SPSS, SAS, STATA, or epi-info
